What is the ruling on a person who masturbates?

Question:

What is the ruling on a person who masturbates and does not stop this filthy habit? What should he read to stop this evil practice?

Answer:

Such a person is a sinner and its continuation results in a major sin (Kaba'ir) and a person becomes a fasiq (transgressor). On the Day Qiyāmah, such people will be raised with their palms like a pregnant woman. If they do not repent from this evil practice, then they will grossly be humiliated in the presence of the huge gathering of people on that day. If they repent (make taubah), the Merciful Alimighty Allāh is most forgiving. Almighty Allāh forgives whom He decrees and punishes who He Ordains. Such a person should recite La Howl Sharif excessively and whenever the cursed devil invites him to this sin, he must retract and focus to Almighty Allah and recite:

لَا حَوْلَ وَلَا قُوَّةَ إِلَّا بِاللَّهِ العَلِي الْعَطِيمِ

He should punctually perform his five regularly Salah and daily recite Sura Ikhlās Sharif after the Fajr Salah. And Almighty Allāh Knows best.
